I've been to Albania - Tirana, Vlore and Saranda. While there's some potential - there are a few pretty beaches and pretty girls (the girls do look ike latinas), girl-wise it pales in comparison to Montenegro. Budva/Kotor is a jet-set & yacht-set hangout.

And just up north along the coast is my personal favorite, Croatia. And across the Adriatic is the much hushed-hushed eastern coast of Italy. So unless you're into low-return challenges, I say skip it.
