I believe most guys try to make an eye contact before striking a conversation in public places (i dont care at a bar. I just tap their shoulder) to gauge her interest.

As we know, even without looking at the object directly, we can pretty much tell about its shape and figure out whether its attractive. If we have a good impression, then we turn our head.

So im passing a girl towards face to face direction in grocery store isle and if she keeps looking straight forward, i figure she is not interested in me or she just doesnt want to be friendly with a stranger.
(I was doing this when i accidently landed in a gay town. I didnt want to make any eye contact so that way they wouldnt even thinking about talking to me)

Whats your opinion on this? Is it too passive to wait for the eye conact? and write her off because she avoids eye contact?

I just go in, not giving a fuck about eye contact, whether or not she wants to be friendly with a stranger, or any of that shit.

Women walk around on auto-pilot until someone takes the wheel and start steering. Fuck her state of mind prior to you approaching her. Take her mental-emotional state where you want it to go.

Break her state, then redirect it.
Again, I don't factor in eye contact. I'm going in either way. Her giving me eye contact may play a role in what I say to her, but NEVER whether or not I say something to her.

Personally I'd say it's too passive...eye contact is a good sign but I'm still going to approach either way, the fewer variables I add into the mix the less hesitant I become.

If you look at the girl, and she looks at you, then averts her eyes to the side, that is an indicator of disinterest. I did happen to approach anyway on occasion but it was a lost cause (self-fulfilling prophecy?). Was, for example, at a bar last night, sitting outside, two tables away two girls, fancied one, caught her eyes twice on two separate occasions, twice she did look to the side. Didn't approach.

Girls have checked you out before you have even noticed them. They're sly like that. That's why they're all aloof and shit when they pass by you on the street and have excellent skills at not 'giving' attention.

That being said, this is offset by presence. Hence, gymming to look big, having style on point, being relatively handsome with a good jawline etc.

It's all about having the presence to keep their focus on you. This presence is even more correlated to confidence and body language. This is why I can't judge a woman on a scale from 1-10 based off a photo. Some women have sexy mannerisms and movement. Similar shit.

There's certain girls I see who I can't keep my eyes off. It's the same thing.
