She's referring to an incident involving Bundy when he took a small boat to a lake near Seattle. He would act like he was trying to get his boat in the water using his one good arm.

He would ask women that walked by to lend a hand. Some would. Some wouldn't.

He also used a fake cast a few times outside of stores, at school, etc. and when a women offered to help him, he would hit them over the head with a wrench and throw them in his car.
