Stefan gets to the guts of the issue at 41:20 and goes on from there to describe how people won't suffer economically in this day and age for their choices, but how they will suffer psychologically because of their utter dependence on the state coupled with a lack of desire to challenge themselves, be virtuous, take risks, etc.
