I would think the South, and Midwest right?

Growing up in the NJ/NY area, I can't say prospects are good. The large Italian population is very unfriendly to IR dating, and in the Jewish faith, it is simply tradition not to date outside of the religion.

Any opinions on where women are more IR friendly in the US?

Here in Baltimore it's good. Note... I mean Baltimore county NOT THE CITY. There are A LOT of whites, blacks, latinas, mexicans, and asians.. I've seen various combinations.

From what I've been told; California it depends on where you are.

Cali I heard is good. What's the general income level in Baltimore county? Seems like a nice area. Are there a lot of affluent suburbs? Or is that more outside of DC

Baltimore County is really big in terms of land area and is really diverse in terms of income. There are high-end areas like Stevenson and lower-end areas like Essex and Dundalk. Essex and Dundalk can be good for pulling white strippers since a lot of them live in those areas. I've also had success with Hispanic girls in those places. Pikesville, Owings Mills, and Reisterstown have heavy Jewish populations. Randallstown is heavily black. Towson is pretty white and has a good college scene. There is also a pretty low-key Hispanic area around Hollins Ferry Road that looks like a mini Langley Park. There is a Hispanic/international supermarket there called LA Mart that might be good for daygame. I've never had any success there, but I can see how it might work.

The bold. I can vouch for that. I've lived in Dundalk. Many fine hispanic girls here. Also, he's right about the white strippers.

In NYC you can date whoever you want. You see every conceivable combination.

Who are you trying to date, a specific race or just trying to taste the rainbow?
