I didn't notice the sex tourists but thought it gloomy and depressing. If you hate Leicester Square in London you will not take kindly to the eeire sense of de ja vu. Tallinn and Vilnius are both great though.

Just left Riga few days ago.

Well depends on what you compare with. Western europe? Than Riga is not bad. Eastern Europe? Riga is expensive and does not offer much in terms of women.

Out of 4 places I have been to I would rank it the lowest.
