I've heard on the forum that Belgrade is supposed to have a good nightlife all year round, but I dont know about the weather though.

I just got back from Tallinn. It's not bad but I recommend sticking to a mixture of Tinder and bars (not clubs - way too much attitude in those places).

go to tallinn in summer....especially july. find an apartment i old town. try to book almost a year in advance. go to the center of old town, walk around and approach everyone.....especially finnish tourist girls. go to the monks bunk party hostel. they have beer pong tournaments and pub crawls.

if you can get an apartment. it will not be cheap. but stock that motherfucker with vodka, redbull, beer and vana tallinn liquor. set up a beer pong table in your apartment. hit the bitches up in old town. invite them back for beer pong, vodka and redbull. carry packs of cigarettes and lighters....walk around at 2-3 am. Most people are leaving the bars. bitches want to fuck. whip out the smokes for them. continue the convo back at your apartment.

read digitalnomads crusin the world thread. he was there the same time i was. the dude is not lieing about what he did. he has a very outgoing personality. not every one can take shit to the next level. but if you have logistics and the right frame of mind and are relentless....this shit will happen.
