Don't ask her, just tell her. If she isn't down, put her on ice and move on. You'd be surprised how many will then respond a few days later:

[let about ten minutes transpire]
"i'd be down for some company if ur down. send an uber in 15 !"

Some of it requires a bit of push pull. She might be cold at first, or sort of hard to lock down. In which case, just back off. If you're the most interesting thing she has gone on, she'll usually start asking you what you're up to.

This is a matter of calibration.

You want to pursue, but you don't want to over-pursue. A current ladyfriend of mine was bitching that her last "date" didn't try to kiss her after their first night out.

You want to escalate without coming off as needy or desperate, basically. The vibe should be "I'd like to see you again, but if you're not interested, no sweat off my back."

Have to echo Hank here. Escalate without being needy is key. If the first date went well and I see the girl as potential LTR material, I pre close her for the second date at the end of the first. I tend to set first dates up on Monday/Tuesday, and as the convo flows, pick up on what shes doing Thursday. Then, if later in the night I wanna see her again, I go back to Thursday (the night she said she was sitting at home doing nothing) and close on date 2. I NEVER have used Friday or Saturday nights for early dates with prospects.

Don't pitch date 2 during the first date. Girls will "agree" to it no matter what because they're averse to confrontation. So it tells you nothing about whether she actually intends to go out with you again, and makes you look over-eager. Let her wonder whether you dig her; it helps build attraction.

In my experience, any girl who's really interested will text you very soon after the first date (sometimes the second she gets home, sometimes the following day). I've yet to encounter a single exception to this. So the simplest move is to use that text as a springboard to set up date #2. If you don't hear anything from her after the first date, you can try to contact her after a day or two, but know that it's a Hail Mary attempt and any further interactions are likely to just end up wasting your time.
