Dominic Raab's diary secretary caught selling sex online through sugar daddy website sparking security fears

EXCLUSIVE: The aide to the Housing Minister boasted to a potential new sugar daddy that she knows ‘everything about him, and knows his every move’

A top Tory minister’s aide raised security fears after she was caught selling sex to sugar daddies online.

Housing chief Dominic Raab’s diary secretary joked how she’d “love to get sacked” for romping on her boss’s desk as she made herself a blackmail target.

She told our undercover man, who had paid her: “I know his every move.”

The young woman boasted of how much she knows about the senior Tory as she met a potential client.

Mr Raab's aide even freely bragged how her job is to “run his life”.

The 20-year-old said: “I know everything about him. I know his every move. I know where he is today.”

It is a huge potential security breach in the staff of Mr Raab, who has been tipped as a future Prime Minister.

We have decided not to name the secretary but are publishing this story to highlight the risks to MPs when a close aide makes themselves a possible blackmail target.

Mr Raab could be in the sights of hostile forces after threatening Russia with a “wide range of sanctions” after the Novichok attack in Salisbury.



Ex-Scotland Yard royal protection chief Dai Davies said: “This revelation should cause grave concerns for those responsible for protection of our most senior politicians.

"This individual knows a great deal of sensitive ­information yet she does not even know who she is revealing it to.

“If she is being so open with someone she has barely met, then she could be liable to blackmail.”

The brazen staffer said she aimed to earn up to £5,000 a month from rich clients but always insists that ­“everything is protected”.

She told the Mirror’s undercover reporter, posing as a wealthy ­businessman, that for £750 he could have “full undisputed access to me”.

She admitted her Civil Service bosses would “have an issue” with her extra work, but said: “I don’t care.”

The woman – who we will call Lisa, not her real name – posted a string of pictures of herself on seekingarrangement.com, a controversial site that allows “sugar daddies” to make financial arrangements with “sugar babies”.



When our undercover reporter contacted Lisa, she immediately agreed to meet.

When asked if this would involve “just dinner”, she replied: “Obviously not.”

She asked: “What would you be comfortable in offering, say on a per meet basis to begin with?” Our reporter suggested £750 and she said: “That would suit me just perfectly.”

Asked what she was prepared to do for £750, she answered: “Whatever you would like to be on offer.

“You may have full undisputed access to me, to do whatever you so choose,” before adding a kiss emoji.

Sugar babies setting up their profile on the site are warned against charging on a “pay-per-meet” basis.

Before the first meeting, which took place at a five-star hotel less than a mile from the Houses of Parliament, Lisa wrote: “I’m happy to offer my part of the deal from the offset, are you?”

She said in another message: “You’ve got my undivided attention for a few hours on Saturday – I’ll let your imagination run wild as to what you wish to do with that [kiss emoji].



“We’ll sort out the transactional part at the beginning so we can relax into one another’s company from there on out [wink emoji].”

Within minutes of meeting our reporter, Lisa revealed her role at the heart of Government.

She said: “I run a minister’s life. It’s my responsibility that he’s in the right place at the right time with the right briefing.”

Lisa later named her boss as Dominic Raab. She said: “I’m his PA. I deal with him on a daily, daily basis.

“He calls me all the time. Basically, I organise his entire life. I know everything about him. I know his every move. I know where he is today.”

She was equally forthcoming about her other life on seekingarrangement.com.

Within half an hour of meeting our reporter she told him: “I have two rules. Rule number one is that everything is protected.

"Rule number two is that only one area is used out of the two areas that can be used.”

Asked if a relationship could ever develop where she was not getting paid, she said: “No, that wouldn’t happen… there’s a reason I’m on the site and not on Tinder.”

She claimed to have met a string of paying clients via the site, including an aide to a super-rich Middle Eastern royal family.

The website asks “sugar babies” to choose the amount of money they expect every month to “maintain their lifestyle”.

Lisa chose “moderate” meaning she expected up to £ 3,000 a month to be spent on her.

She told our reporter: “A couple of people I’ve seen, we’ve started off with a per-meet arrangement and when we feel more comfortable we agree on a monthly amount.

"Then it becomes a monthly amount to support my London lifestyle. Nothing extravagant. I’ve had everything from £500 to £2,500, which is insane.”

She said she sees a “maximum of three people... One since the beginning, one since January”.

She added: “They want to hold on to me. There was one guy who’d have preferred to have me exclusively but I told him that’s not something I can promise you unless you can come to some arrangement where it would be beneficial to me. I tried to sort of sell it to him as a great package.

“If you wanted me exclusively... you’d then have access to me any day of the week. But it would have to be something that would match my needs. I’d need a stable amount monthly.

“In an ideal world, the most I would ask for is £5,000 but that’s at a stretch. But we could negotiate.”



She said the aide to Middle Eastern royals offered her £2,500 for a weekend and even sent her cash before they met for her to spend on her hair and make-up.

But Lisa said she did not feel comfortable and so just accepted £500 for a dinner date and nothing more.

She said: “I can’t fake conversation. I can’t fake an orgasm. That’s why I have success at this. I’m a very sensual person. I’m very open.”

Asked what her Whitehall bosses would think of her activities, she said: “I don’t care. I don’t really see too much of a contrast between this and going on multiple Tinder dates.

"There’s another element to speed things up and keep things transparent. Of course they’d have an issue with it but I don’t see why they should and at the end of the day it’s my business.”

The second meeting with Lisa took place at a pub in King’s Cross, central London.

At the end of each meeting, at both of which Lisa was paid £750, our reporter made his excuses and left.

When we confronted Lisa, she declined to comment for our story.

There is no suggestion Mr Raab was aware of his diary secretary’s actions.

Like all civil servants, Lisa is prevented by the Official Secrets Act from revealing sensitive or confidential information she has gained through her job.

The Ministry of Housing, Communities and Local Government said: “We are aware of this allegation and are investigating.

"There is no suggestion that any Official information has been disclosed.”

I couldn't disagree more with you. This sort of behavior cuts to the heart of national security and counter-espionage attempts.

As much as I don't like most sell-out Conservative UK politicians, they are still people in the tireless gaze of the public spotlight, each with their own struggles and insecurities. That stress, which I can empathize with, is easily turned against them.

Dominic Raab, despite being Housing Minister, has access to and intimate knowledge of a plethora of state secrets about everything from Syria to Britain's nuclear defense program.

Rebecca Tott would have a treasure trove of information about Raab's wife and children, for example, which could then be passed onto any foreign agents, who could then tail the family and try pick up mud to be used against Raab. She was his diary secretary, for crying out loud.

Did Raab's wife flirt with another man? It could be used against him.
Is one of Raab's children showing signs of mental illness? It could be used against him.
Is Raab, on a good but not spectacular salary, spending slightly or greatly beyond his means to satisfy his status-conscious wife? It could be used against him.

The UK, Australian and Canadian systems work in a fundamentally different fashion to the one in the US. And even if Raab headed Housing in the US, he would have a very high security clearance and know all manner of sensitive things outside his portfolio.

Prime Minister Theresa May is not elected by the people, she is essentially elected by her colleagues and Raab is one of them. As a result, Ministers in the UK, who serve both in Parliament and as Cabinet members, freely exchange views and ideas in the Cabinet room to keep party leaders and the wider parliamentary caucus in the loop and happy. The "lowly" Housing Minister would know many details about the portfolios of the Home Secretary (Homeland Security in the US), the Foreign Secretary, and also the Defence Minister.

It's a funny story and unfortunately it seems that the secretary gained quite a few pounds on her sister.
