Some questions:

How old is this girl?
Why did you wait 2-3 weeks to meet her?
Why didn't you strike immediately to meet up with her?
Why did you go to dinner? Why not for drink or something else?

It could've been a multitude of things, maybe she was waiting for you to lead, maybe to guide her, maybe has a fear of stairs, maybe she wanted you to go up and down the stairs first.

You can never judge a girl until you see her in person, actions speak louder than words.

EDIT: Not sure why OP deleted his story.

TL;DR

OP meets a 9 for dinner and isn't sure why the woman would pause/hesitate at the top and the bottom of the flight of stairs.

Also was a boring uninterested during dinner, OP was also nervous.
