Just a couple of questions to whoever knows, what website/web tool/program is frequently used to have ebooks, and any sort of manuscript, published and distributed to the public? And how much, on average, does it cost? Thanks for the info.

check out e-junkie for easy credit card transactions and distribution. it's only 4 bucks a month which is a steal, IMO. You can toss your stuff up on Amazon easily too.
