Cool, in terms of agreeable personality and a pleasure to hang out with.
IMO, for example, Brazilian women are the coolest in the world and though the men can be cockblockers, I would still consider most of the men to be decent, especially when traveling. This, in contrast to most Chilean men and women I've met, who have tended to be polar opposites.

I've found that women tend to complicate all relationships, be they with other women or with men. Constantly sizing others up, comparing, competing, making everything extremely personal. Men, even when strangers, can find at least a superficial way to connect. They don't feel the need to know each other intimately to be able to enjoy each other's company. There's no sizing each other up. If you're cool with me, I'm cool with you. Uncomplicated. If a guy doesn't like you for some reason, he just won't deal with you for the most part, but he won't go out of his way to be a dick. That's largely been my experience.

That's because men operate by valor by and large. We have always been able to settle our differences with honour i.e. duke it out if we have disagreements.
If I have a disagreement with someone and it seems to be going on in a very sophomoric fashion, I'll usually ask the cat to man up and say what he has to say.
Lizards as the weaker sense, have had to adapt and use slyness and manipulation to get what they want.
Lizards will sleep with their sister/cousin/mum/best friend's man in some diabolical plot for the one up.
It seems to be an evolutionary part of their nature.
Men, by and large, think twice before operating under such underhanded principles.
That's why initially, we find it so hard to believe the levels that lizards are capable of stooping to.

It starts manifesting itself early with females. How in school they'll use things like false rumors, ostracization, etc. to attack rivals. Petty and passive, and it continues into adulthood.

Canada.
I grew up in DC but went to university in Ontario.
Guys in Canada are really cool dudes. They are genuinely friendly, educated, and have a sense of calm about them which is unique. The women in Canada, as many threads here can testify, leave a lot to be desired. Montreal girls seem great because they are not fat - seriously, you'll have a hard time finding a fat chick in Montreal - many European cities have higher percentages of fat chicks. Their attitude, however, might be somewhat better than other Canadian girls, but I wouldn't call it a huge leap. It's just better, not good.
