I did a quick search and did not see this as a past topic on this forum.

Let forum members know if you are aware of a country that requires that English is taught as a second language. I will get the ball rolling. This is from an article that I read just today regarding Singapore:

I also know that the Soviet Union forced the people of Lithuania to learn Russian as a second language. After independence in 1991, as a backlash against that policy, Lithuanian schools offered English rather than Russian. I am not sure whether English is required, but I do know that in the large cities, especially in Vilnius, many people under age thirty speak English.

You need to take this list with a grain of salt. For example, according to this list, 56% of Germany's population speaks English. I doubt very much, however, that you can converse with anything near 56% of the population. It is more likely that 56% of Germans simply have some basic understanding of the English language.

So, let's hear about some other non-English speaking countries with young nubile English speakers. Try to provide an estimate of the percentage of the under-30 population that speaks English.

Rwanda, English replaced French as the official language of instruction in schools in 2008, I'd hazard a guess and say that probably not too many people there speak it fluently.

Also, Quebec. Although not the primary language of instruction (unless the student has at least one Anglophone parent, then they go to an English school) all students must learn English at school, but most don't graduate bilingual, only about 15% of Quebecers speak English, and most of them live in Montreal!

Pretty much anyone with some education speaks English in the Philippines.

Not sure if its mandatory though.

English classes are mandatory in Uruguay. I don't know how many years are required, and many of the people there weren't really comfortable speaking English (unless they continued learning on their own).

I wouldn't consider most Uruguayan women "nubile", but many were certainly cute.
