This happened in New York just a few years ago. It's actually not against the law for women to be topless here - the police kind of hung around to make sure things didn't get out of hand, but there were no arrests for indecent exposure. And yes...it was women that were most upset or disturbed by it. I REALLY laugh at women that don't want little Bobby to see the Sports Illustrated Swimsuit Issue, thinking somehow he'll be corrupted by it. If he's been to the beach, he's actually seen live women in bikinis. He's probably already seen the filthiest porn on the internet, or dad's stash of Playboys. Ridiculous.

Hypocrisy = Maximum feminist level. (Since even Feminist theory is outright hypocritical of itself at times, this is saying something.)

I feel like this is sexual harassment. I'll even concede the point that a woman's chest and what she does with it is her prerogative. On the other hand, those are sexual organs, and a mans innate programming is going to tell him to sexualize breasts when he sees them; this is regardless to "societal input" on the subject. Are men not entitled to the same decency a woman might be if she felt sexually harassed?

If a man is leering at a woman, and she obviously does not reciprocate, society dictates that he should stop or else it is harassment. It puts an unfair stress onto the female psyche and is going to make her uncomfortable.

If a woman exposes her breasts, and a man feels uncomfortable as a result, should she not stop under the same sort of rule set? Is he to sit silently and deal with it because it's not his body to control, despite the fact that neither would a man's leering be a woman's body to control?

Men and women are programmed at an instinctual level towards what they find sexual. If either feels uncomfortable in any scenario, then society dictates that the other should respect that persons right to feel harassed. Alternatively, neither has the right to feel harassed as it is both individuals choice towards what they do with their own bodies. Regardless, there's got to be some sort of socially sensible middle ground; as it stands, allowing one party exclusive harassment rights doesn't really equate to equality.
