I know the dynamics of going out in DC very well and know how annoying it can be, so I think I will only go out a few nights.

This will be a bit of a ramble, but oh well.
The answer totally depends on what type of girls you are looking for. You can find skanky college girls at Adams Morgan, you can find 20s/30s Young professionals at U st (and maybe a few skanks, because DC is a diverse city), members of the yacht club at georgetown, and hipster types on H st.
Some interesting spots include H st country club, where you can mini golf upstairs. W hotel opened up across from the Treasury building downtown, they have a rooftop bar which is of course overpriced but nice view. Georgetown waterfront for happy hour will have some beautiful women, who may or may not have a brain. Dupont is sort of a mix of everything, with high end places like Gazuza, which resembles a middle eastern hookah club, to Front page, a total shitshow. If you want more of a club scene check out K st, 14th/k has Park, Tattoo, little further west is Shadow room, which has touch screen menus you can order from.
For me? If I'm in the mood for younger ones I go pick up girls at Dan's in Adams morgan, the diviest dive bar in the city, where you can get a bottle and a mixer and do your own thing, or get a ketchup squirt bottle with a mixed drink and pour it into shot glasses with your crew, and then take her to maybe the mad hatter/lucky bar depending, big hunt for a high % alcohol beer, then fly away.
For chicks with actual jobs, try local 16 on U st, or marvin. Next to Marvin is a so-called speakeasy named Gibson that has no sign, just a doorbell. Expensive but they make any cocktail you could ever ask for. Chi Cha lounge is sometimes ok. It's also tough because different places have totally different crowds depending on the night of the week and who is promoting.
Maybe let me know what types of girls you want, how much money you're willing to spend, what nights of the week, and I'll try and give you a more coherent response.

Yeah, I have been to the waterfront, Dans, Chi Cha, Local 16.
Marvin and Gibson sound interesting.
I guess since it is DC, I would be looking for girls with jobs, fly, but not the khaki pants scene.
Maybe more the international girls.
What are the higher end spanish speaking spots these days?
And some restaurants with buzz.
Thinking Thurs or Fri night. Or both.

Friday night you will want to his Sesto Sento in Dupont, they have a big Latin night and all the spanish chicks flock out.
Also any night you can check out Cafe Citron, also in Dupont which always is packed with Spanish chicks.. although it's definitely a dance/club place, gotta be chill with that scene.
A good place to meet international types in general is 18th st lounge, almost right next to Sesto Sento. There's no sign, look for the door just to the left of the mattress discounters. They have multiple rooms, an upstairs with jazz, outdoor patio. Lots of great dark places to shuffle women to.
I can't help too much with the restaurant scene, as I usually cook up a crazy meal at home. I've heard Citronelle in Georgetown is supposed to be pretty fly, it's a high end French restaurant. In general, georgetown has a decent restaurant scene. Mie N Yu is supposed to be ok. But again, I'm not much of an expert there. Restaurant week just happened, maybe do a google search and look up reviews of places people threw up.
