That the norm for NE. Asian countries. In China, even in the Capital, most people outside the big universities won't know more English than the standard stock frazes (hellO! My name is..., etc.), despite the fact that -- as in Japan -- they have obligatory English class for about 7 or so years.
On the other hand, sometimes people who know English will be too shy to speak it, so they will pretend not to know any.

English is taught to every kid in practically every school, and for a long time. Every Japanese person I know took 5 or more years of English.
It's as though they forget it later on.

I think it's partially due to the fact that they never use it. Plus, from what Japanese people have told me, English classes there are very theoretical and don't teach much practical conversation.
I had Latin in school for several years, and while I can often get the gist of a Latn text, I couldn't speak Latin for the life of me, mainly because I've never had to use it. I imagine English classes in Japan are similar to Latin classes in the West.
I also had Spanish and French in school for about three years, and while I could probably converse like a Kindergärtner back then, I haven't had to use either those languages for five years. While I can still read those languages fairly well, I've forgotten how to say so much that I wouldn't be able to have a conversation in those languages.
Add that to the fact that most of the Japanese people I've met were relatively shy, I can imagine even if they knew some English they'd be to shy to speak to you if you approached them in English.

Sargon speaks the truth, both in his language assessment and his flag report. While Japanese "study" for years, it is of the most rudimentary level, and standards are piss poor for all but those going to elite colleges. I've taught English part-time in a variety of settings, and I can tell you that even at the college level, students are plowed through the English courses as if they were physical ed. requirements. The bare minimum is expected from low-to-middle achievers.
The ones who speak well are either motivated learners, sharper tools, have international backgrounds, and/or have had some experience speaking to foreigners on multiple occasions. Also, it's just not that interesting for most people now that Japanese people don't have many ambitions abroad. I'm a half-Jap, born in the States, and NONE of my cousins ever want to speak to me in English or ask me questions about the language.

I loved the eye candy, but I don't expect any quick (or not so quick) lays. To the guys who have had luck...hats off to you. The Jap has some amazing looking girls. Git r done boys!
Interesting that most guys here have such positive experiences in Japan. Many guys I know (albeit pretty beta in their home countries) did not get laid on their first trip to Japan without consulting the services of a Kabukicho whore. The language barrier is the biggest deal, and the lack of good venues is the other. As many here have mentioned, Roppongi is the best place to bang some strange, but the quality is frequently dubious. Clubs tend to have better selection, but the girls that go here come equipped with Western attitudes, and some of these joints even have bullshit like "Women only VIP" sections. These are built-in cockblock constructions that are serious red-flags; don't game in any place with such a partition. If you're looking for SNLs, the seedier hip-hop bars in Pong are better bets, but the cool lounges and dive bars with frequent talent and good logistics do not simply exist in Tokyo. If I'm wrong, I'm very open to correction (to add to my venue list).
On another note, however, while I speak fluent Japanese, I never open sets in anything other than English. It helps to know the language to overcome small miscommunications, but my best successes have come when I find her trying to speak to me in my native tongue. It's also a good screener; if she gives you shit right off the bat for approaching her in English, there's a 80% chance she's not going to be friendly when you're gaming her in Japanese. Japan is full of sweet girls, but at these clubs and bars, most are going to be more "Western" than you want.
