It doesn't matter who encourages or stifles male promiscuity when women control the sexual market. You could have the entire society screaming at men to play the field and cheat on every opportunity, but if women preferred Betas who don't cheat (even if they were a small minority), then mostly Betas would get breeding opportunities.

Male promiscuity is irrelevant. Female promiscuity (and serial monogamy), on the other hand, is hugely relevant.
