This should be easy. Plenty of women should be checking you out, you can offer to help them by asking them if they are enjoying the pool and if they are finding their way around or having any kind of problems. Have you never worked customer service?
If you are on the clock, just cut your conversations short by saying "I am on the clock so can't really talk right now, can I get your phone number and we meet up later. My name is ____"
sheesh, you are a lifeguard, they have to like you, this should be like shooting fish in a barrel, just beware the underage girlies.
We are not allowed phones on the poolside.
And I don't think they like lifeguards as much as people think!

Use the Ben Franklin Effect. The Ben Franklin Effect is when you build relationships by asking people for favors.
This is counter-intuitive for a lot of guys, because we're trained to be White Knights and do favors, not ask for them. But Franklin theorized that people grow to like people they do nice things for. (Complete explanation here.)
Without knowing the Franklin Effect, I found in high school that it worked when I needed change for snacks and asked a girl -- who then started kidding me about being too poor to buy Little Debbies, which got me teasing her back, etc.
My advice to you would be to ask girls to get you ice cream when the ice cream man comes (you can't leave your post, after all). And since you don't have a phone, you can also ask them if they can give some of your workmates (or whomever) messages. Use these things as icebreakers. If a girl likes you a little, she'll do the same. I'm sure you and others here can think of dozens more examples, but I think the Franklin Effect is the way to go.

Major addendum!! Hope y'all are still reading.
One thing I forgot to mention was that I had developed a semi-comic technique for making the Franklin effect work. I would walk up to a girl, smile, say hi, how's it going, etc. I would set everything up to look like I was going to ask her out or get a number. Then I would start to speak by saying something like "So, look..." (THEN I'D PAUSE -- DELIBERATELY CREATING TENSION.)
She'd brace herself, thinking I was going to ask her out. After which I'd finish the sentence with:
"...can I, like, borrow a quarter for the vending machine?"
Since the end of my sentence was so unexpected, the girl would inevitably laugh and cough up the quarter. She'd be relieved she wasn't put on the spot to give out her number to a stranger, and was all too happy to help out and lend money.
Either this led to jokes on the spot -- after which I'd get a number -- or I would pay back the quarter the next day, which also lent itself to further conversation.
You also need to be ready to counter cutsey remarks the girl makes that open the door for you to converse, like: "So what made you think I was an easy mark?" Or "So I guess I look like a bank?" I never had any snappy answers to things like this, but it might be worth it to think of some.
The kicker: I developed this idea because I actually did need change for the vending machine all the time (I didn't like carrying change in my pocket because it felt weird). Had I known it was a way to meet women and not just mooch money, I'd have done it with better looking girls!
