It is precisely because women have a resource that is valuable (sexual access) that they don't give it away for free. It is "capitalized" in the form of receiving male attention, time, and resources in return for possibilities of granting sexual access.

If I own a bunch of barrels of oil, my utility is not maximized by trying to find ways to use it all up. My utility is maximized by seeing what other stuff I can get in return for selling the barrels to others.
